Stuck on setting up your Mac, but I am able to still work

Hi everyone

I upgraded to Catalina, and since then my Macbook is stuck on "Setting Up Your Mac...", but this is more like a desktop background. I am able to work as per normal though, which is a bit worrying. My Mac was reloaded last year, hoping that the issue will be resolved, but it was not. I have tried the forced shutdown option by holding the power button in for 10 seconds, and it resolves the issue temporarily. When I shutdown for the evening or weekend, the same "Setting Up Your Mac..." appears when I switch on the next time.

I don't want to force shut down every time as I am worried about my machine, so I am hoping that someone found a solution to this.

Weird, I saw this elsewhere recently, possibly on Reddit. Does it happen if you make a new, temp, user account?

Try the solution posted here https://forums.macrumors.com/threads/help-mojave-install-has-screwed-up-my-mac.2223019/post-28208373 and restart.
