I have a 2013 Mac Mini hooked up to a 720p Plasma, I need a new TV and figure its time to go 4k, I know the mini won't support it but assume I can connect via HDMI and output at regular HD to the TV which should upscale. Anyone doing this, how does it look?

It'll look fine. Probably better than the 720 you are used to. Just won't be 4K. You may or may not have to adjust the overscan a bit, but that depends on the TV, not the actual resolution. You won't regret it for any reason, I'm pretty sure of that.
