I tried first three betas of iOS 13 but went back to iOS 12 because of WhatsApp issues. I installed the iOS 13 GM when Apple released. I have zero functionality issues. They fixed all the issues I have encountered while I was using the first betas.

iOS 13 is fast. I mean really fast. Apps are opening noticeably faster than iOS 12. In general, the animations are a little bit smoother than it is on iOS 12.

However, I am experiencing stutters while scrolling between pages, performing 3D Touch Peek/Quick Actions menus, scrolling through open apps in multitasking menu, opening app animation. The animations and scrolling are most of the time very smooth but the stutters are there.

This is really annoying since my device is iPhone Xs and there were no stutters on iOS 12.

Moreover, battery life is not great. I can say that it consumes %30 more battery compred to iOS 12. But I will give more time on this one since things may settle down after few more days.

I am wondering if the stuttering I am experiencing is a general issue or affect all devices.

Note: I made a DFU restore to install iOS 13 GM, restored data using iTunes from iOS 12.4.1 backup.

Yes, that’s why I am testing GM. I will go back to iOS 12 after testing iOS 13.1 when it is released.

The features and speed improvements make iOS 13 a great release. Face ID improvements are really noticeable. I cannot say iPhone 11 improvements are there for iPhone Xs as well but I think Face ID works better from different angles and faster.

Only problem I am experiencing is stutters.

Horrible gm can’t believe this is what the public will get, major problems crashing had to hard reset
 
I've noticed the same, slight stuttering (or dropped frames) when scrolling between pages on the Home Screen. This is on iPhone X. This was not a clean install. Everything else seems fast. Battery life seems similar to iOS 12.

Totally same experience on Xs. Face ID and app launch speed are great but stuttering when scrolling between pages on Home Screen, sometimes launching an app.

I've just experienced a new bug twice in 10 minutes. If you have many apps open, scroll through open apps in multitasking screen and at some point device freezes for 1-2 seconds.

I have not experience this type of stuttering. My phone is pretty empty so i might be done with the indexing. Wait it out another day or two. If it still stutters, do a reset then restore.
 
I don't think it's ever reasonable to expect a .0 release to offer the same stability and smoothness as a .4.1 release. I think it's pretty much what I'd expect from a .0 release and 99% of the population probably won't even notice that these issues exist.

In regards to battery life. I do think part of this tends to be more related to more use due to testing new features and checking out new things. If you use your phone more (you might not even realize you're doing it) you will drain the battery faster.

I fresh installed iOS 13 and getting the best battery life I’ve gotten from my Max since I purchased it.
Indexing or not, judging battery life within a day or so of updating is usually not all that representative of what it's really like. Usually it's good to go through a few charge cycles/days to get a better overall idea.
 
Not had a single issue since updating to GM. For me, I never had an iOS version installed thats running so fast and reliable. (And I updated from Beta 1 to GM every beta, no restore or anything.)

But please keep in mind that indexing can take about 1 day to finish, especially when you didn't let your phone charge for some hours after updating.

I’m not experiencing this. Sounds like you need to wipe your device and restore from backup. If you still get the stuttering after you restore then it’s something in your backup data.
 
I'm not noticing any stuttering while using, but right after a reboot, opening control center stutters a lot. But after opening it once, its smooth.

The photos app crashes when you're scrolling fast.

Battery life so far is about an hour less. I started fresh. Restored and set up as new. I'm also comparing my battery usage with iOS 12.4 after setting that up as new. I'm on the second day running iOS 13, so we'll see. I don't think it's indexing. It should be done by now. I left the phone charging overnight just so that it'll finish.
 
The battery life is now back to normal (maybe %5-10 more power consumption but it is expected for a major release).

Stutters are still there but I experience them less often.

I noticed the same.
My phone stopped being so hot.
However, battery is worse (maybe...)
There is a setting under battery which allows the OS to control the way it charges the phone based on your habits.
It seems to work OK in a sense that I feel like the phone is overall having similar or better battery % at the end of my day.
Nevertheless, I kept it on charger quite a lot this weekend, but I will get a true daily behavior when I go to work tomorrow.
