If it was done in pencil, ink or an illustration program, that would be line art or lithography. In old school photography, which this is meant to replicate, it would have been done with an ultra high contrast film called Kodalith. For your purposes, call it a lithograph.

To get this effect in Photoshop ...

Start with a Grayscale file, then go to: Image > Mode > Bitmap. In the Bitmap dialog box choose Method > 50% Threshold.

Or

Start with a color or Grayscale file and go to: Image > Adjustments > Threshold.
