Subler - What is "Fix Audio Fallbacks"?

When I remove commercials from recorded TV before encoding, I often encounter a 2 second audio lag after the cut. I tried Subler's Fix Audio Fallbacks just in case that was what it was for. It didn't to what I wanted. What does it do?
