Subsidy question

If, indeed, AT&T is offering a $200 subsidy to purchasers of the v.2 iPhone, how would this affect someone who, say, has had their phone for a year and already is locked into a 2-year contract? We'd of course lock into a new 2-year deal, but would be still be eligible for the subsidy?
