Suggestions for Revamping a site?

I am trying to redesign my school bands website. http://camb.ucdavis.edu/camb/index.php

Basically, my pre-requisite is to have different user logins to edit different parts of the website. The current website requires the IT to change everything. I was thinking about using a CMS.

I was thinking about http://www.joomla.org/ . Anyone else have any other suggestions?

Yes!! It looks god awful. I suck at layouts and color combinations. If anyone wants to give suggestions that would be appreciated.

Our school colors are blue and Gold. Any ideas?

I could totally revamp the site, but that's offcourse not what I'm going to do. Just a few simple things that you could do yourself:

- Ditch the dark background
- Change the logo, get rid of the bandphoto it is to geeky if you ask me
- Take a different font for the menu
- Use the band colors in the logo (since you want the colors in the site)

It's simple it shows the headlines and the tourguide on one page. It still uses a dark background, it uses a flash menu which could be hard to make depending on your experience with flash. But could be replaced by a non animated menu offcourse.
Not saying you should make a site like that, but you could try to make a site that shows one instantly what you are and where you are going to perform next, you might want to use a different color scheme though, unless your colors are the same as the new keane album

I was going to use SwishMax to redesign the website, but they said it would look to playful. They said just to have a static page and make an intro flash movie.

What color combinations background/text do you think would look good?

Also, as for layout. I was thinking the standard header and 2 column layout.
