Make sure that you have created a personal hotspot with your iPhone on the Mac. Then open Siri and say, Siri, enable super user.
Can you provide more information on what it is that you're trying to do? Are you talking about an admin account? Are you referring to sudo in the terminal? It's difficult to know what you're asking.

Sounds like you mean the "root" account. See the linked Apple support doc.
Most people don't enable root and just use the sudo command instead.
