I had installed iOS 9.0 public beta 3

Due to various issues (battery drain, heating) I downgraded to iOS 8.4.1

After the downgrade, I deleted the beta profile

But the SW update still shows (1), saying that I have an update. Upon clicking on that I get that iOS 8.4.1 is the latest

This is not my problem but the real issue is that "SW update" consumed so far 12% of the cellular data

How can I avoid this?

Only way I would know with something like that is to reset the phone as new... You can try making a backup, restore the phone, and put the backup on there again but no guarantees. If anything, putting the backup on there again might cause the issue to come back but you never know.
