I am gifting my old iMac to my son who has a dormant account on it already. I am running 10.8. Mine is the admin account and there are two other user accounts as well. I would like to keep the software on there and not have to do a complete erase if possible. I have done some searches and have got conflicting results. Is there a way to make my son's account the admin and delete all the others? I have a Time Capsule with back ups current.

I would appreciate any feedback you may offer as well as suggestions if this is not the best way to approach it.

Yep, its quite easy
To delete accounts go into the Users & Groups preference (unlock it by clicking on the padlock) and then hitting the minus sign on the lower left. It will keep the home directory available but you can trash that in the Finder.

Be sure to keep an admin account before doing this and use the admin account that will be for your son.

I take it that his dormant a/c does not have admin running permissions & you wish to change that.

Go to system prefs / Users & Groups - highlight his a/c and then check the box in the righthand window " Allow user to administer this computer " ( Checking this box - you will get a window asking you to restart the computer to complete changes )

Then delete your admin A/C ( & any others that you need to delete ). Your son will now have full admin privileges
