I'm considering buying an iPad and I would like to know if it's easy to switch back and forth between different input methods, say English input to Japanese input and back again.

One tap. Two if you have more than two keyboards enabled. Very easy.

So, I can enable various keyboards and whenever I need a keyboard I can choose between the ones I have enabled, is that right?

Yup. Just press the "Globe" button that comes in at the bottom of the on-screen keyboard however many times needed (if you have three or more). If you're only on English and Japanese, then you'd only need to press it once to switch to the other language.
 
You don't even have to tap it multiple times, just tap, hold and select the language from the list.

Not sure about Japanese, but changing languages also changes the spellcheck dictionary.

Japanese input doesn't need spellcheck because it anticipates what you type. I've been able tp type out entire sentences by just typing the first two letters of each word. Awesome. :D
