Hi...When i turn the iPad completly off from the switch on top and then slide to shut down and after the little spinning ring dissapears after around 5 secs the device seem to be completly off...But when i decide to switch it back on say after 2 mins with the power switch on top the small spinning ring is still spinning and does this for around 5 secs again then goes blank, then i have to hit the power button again to start it up again, then the apple logo appears and starts to boot up.

Has any one had this problem? Does it seem to be a software or hardware problem? Can someone try this with their iPad to see if it effects their device.

It happens only say every 2 out of 5 reboots.

Sounds like its not shutting down completely, maybe one of your apps is (using a PC term here) a TSR (terminate and stay resident) application. Try holding the Home button and Power till the iPad turns off (ignore the slide to turn off feature as it will bypass this).

I'm seeing this behaviour too, but as you say, it doesn't happen every time. TBH...it's probably been like this since I got it, but I haven't had cause to turn it off until today, when I was troubleshooting another problem.

Probably just a software bug :)
 
I can't say that I have ever experienced that symptom on my iPad. I have on my iPhone, though.

As a habit with my iPhone, I usually do the Home+Power Button shut down once a week. I. Feel this clears up any hanging things that may be going on in the background.

I do is with my laptops, too. I let them sleep/hibernate all week and then do a full shut down once a week, usually on Sunday's right after I do my backups, defrags, and virus scans.

I did this earlier with the iPad, and when it came back on, the home screen icons had been set to default position, and it gave me the little popup that you get when you switch on for the first time. All other settings seem to be unaffected.

IIRC, this also once happened on my iPhone.
