Can we Swap the intel chip from Mac Book Pro 2016 with touch bar 13 inch 256 Gb with the newer chip M1

Theoretically possible via a motherboard swap but unlikely to happen since it's too green plus it's more profitable to sell you a new device.

IIe to IIgs upgrade uses the same concept which was only a motherboard swap while reusing case, keyboard, power supply, etc.

No - the Intel and M1 use different and incompatible socket designs. Also the systemboards are likely different to support the different architectures.

If you want an M1 MBP to replace your Intel MBP, sell the Intel one and buy an M1 one.

This was back with the II line, where expandability and upgradeability were more important than the thinness or sleekness of the computer. I don't think we will see this kind of philosophy from apple ever again.
