Synchronize photo albums?

Is there a way to synchronize photo albums across Apple devices? I'm taking lots of pictures on my iphone, add them to albums afterwards but nothing happens on my ipad (the preferred viewing device). The images get synced in photo stream but not in albums. Is this normal? Both devices use the same Apple ID of course.

You need to make sure Photos in iCloud is enabled on all devices.

It is. Am I also required to enable iCloud Photos?

Wait photos in iCloud has been enabled all the time. It’s not my intention to upload the albums to iCloud and use up that space, I just want to synchronize them like with photo stream (which works fine with current settings).
