I use multiple iPads at work, all logged into my account. I notice sometimes when I download an app on one device it also downloads to the others, though not all the time.

1. Is there a way to synch settings for Mail, and and other system settings across devices, so when I make a change on one it is synched to the others?

2. Why do apps sometimes get downloaded to all my devices after downloading them to one device and sometimes they don't?

3. Is there a way to synch home screen layouts?

Settings > iCloud
Turn on whatever you want synced.

Settings > iTunes & App Stores > Automatic Downloads

3. Is there a way to synch home screen layouts?

iCloud.

iCloud needs to be turned on, on each device, along with the settings for mail, etc.

I'm pretty sure home screen layout is saved in iCloud backups. You need to go to Settings > iCloud > Backups, and run one if you haven't recently.

I don't think settings (except maybe iCloud mail) are synced... It would really be a good feature for iCloud though... The home screen layout can be synced only once... Backup the one device who's layout you want.. And restore on the Device in which you want the layout to be in.. iPad to iPad works and iPhone to iPhone works on this case...

As for automatic downloads... I think it's answered above

The home screen layout can be synced only once... Backup the one device who's layout you want.. And restore on the Device in which you want the layout to be in.. iPad to iPad works and iPhone to iPhone works on this case...

This technically isn't being sync'ed, this is just restoring from a backup...
