I'm currently using two iPhones. Stupidly I didn't download a back up on to the more recent one I've started to use but I now need my contacts on both.

Can someone please tell me how I can sync my contacts between the two phones?

You don't sync directly between phones, you sync same account with a server on both phones. iCloud can (and I wonder if it is not already working unless you have disabled contact sync or are using different different AppleId), but also other accounts you might have added to settings->e-mail, contacts, calendar (you can add an extra iCloud account here too). If you have multiple accounts with contact information setup, you can select which ones to appear in the contact list, by clicking groups in upper left corner.

You can check if Settings->iCloud->Contacs are enabled on both phones. And if iCloud contacts group are also shown in phonebook. Then it should work. If you already have more accounts I am not sure how to check on which account a contact is stored. I am coming from Android and find these things easier there. But there are contact mover app's on app store which might help with that.
