I have both an iPod, iPhone and iTunes. The music library holds around 20GB of music (all from my own ripped CDs) and each time I add new songs or make a new playlist, it updates on the iPod.
The iPhone is only 16GB, so according to the instructions, iTunes will make playlists for the iPhone if there's not enough storage space.
When I connected the iPhone I selected the playlists which I had already made, and they synced okay. What I can't seem to do, and I'm pretty sure I can do with the iPod, is select various artists or albums, for which there is room. So, in addition to the playlists, I might want all of The Who, and maybe just a few select songs from the Stones. Can I do that? If so, how? I can't seem to find that option.
