iPhone System Customisation Feature???

Does anyone know what System Customisation Feature is in the System Settings on IOS 13 mean. I currently have it on, I would like to know what this feature does

OK if u go to Privacy, then go into Location Service, scroll down to system settings, select then scroll down and you will see the System Customisation, option to have it on or off, just want to know what this feature does.

System Customization?

Does anyone know what this new “System Customization” in System Services does? It’s constantly using my location and draining the hell out of my X’s battery. Can I turn it off without any adverse effects?
