I could not find detailed information on what exact devices will support the upcoming Apple Arcade service. The Apple web site only says that it is coming to the iPhone, iPad, Mac and Apple TV.

I guess we will need a recent (the latest?) OS, and at least an Apple TV4?

I have similar doubts regarding the Apple TV+ service, althought that one seems to be coming to the older Apple TV3 as well as to the web, so should be more widely available.

Apple Arcade will be a available on any iOS 13 devices, Mac that runs Catalina and TvOS 13 devices which are ATV4 & ATV4K.

AppleTV+ will be on any device that has the TV App.

What I’ve been wondering is how much higher spec’d hardware is going to run some games better.

But I’m wondering if we won’t have a better idea of that until after Apple Arcade has been mainstream for a month or so.
