Have you checked the breakdown of the services? Do you sync all the documents for all the apps you use?

System services on mine consumes around 200-250mb each month. A large chunk of that data is used by 'iTunes accounts." I always wondered what "iTunes accounts" do in the background… I even disabled cellular service for iTunes and App Store.

I also think system services consume a lot of data. Time and location use the most for me. I'm experimenting with turning off system location services.
Can't understand either what iTunes account is, and also documents sync seem to grow even though iCloud Drive data usage is turned off.

Interesting observation...

I didn't open Music app and iTunes app for a day, but the data usage for "iTunes accounts" still increased... (Only by 0.3mb or so)
