Mine is the same way right now.

I think it was related to iCloud storage being full. Something in the update decided to back up everything I own to iCloud and it made it full. I removed the backups, and the notification went away.

I have just done that: but that red blob persists.

I had that just after installing the latest beta. Turned out there was an update to the command line tools for Xcode that needed to be installed in my case.
