I have tmobile and there are areas or places I go that has deadlines or sometimes the dots for the connects are 1-2 dots at home with fast wifi internet but phone calls would still drop. I've talked to tmobile reps and they gave me a new SIM card yet it still happens, what should I do?

Have you always had these reception issues? How long have you had the iPhone 7? You could "Reset Network Settings" under General Settings.

I did that already, I even factory reset the phone too.
