Why oh why can I not fill in my state in Safari? Is it an .asp thing?

I'm typing along, happily tabbing through First Name, Last Name, Address and City. Then I hit tab to go to my state, ready to hit 'w' a few times before I get to Wisconsin, but, alas, it skips that and goes right to the Zip Code field.
I have to take my hands off the keyboard and go over to the mouse to pull down to WI. A minor annoyance, but still an annoyance.

Can it be remedied with a particular keyboard command? (And, no, I would rather not use Autofill...)

Safari handles forms a little different. When you are ready to tab to a drop-down box, use Option-Tab instead of just Tab. That will tab to all objects, not just text fields. This can be changed in Safari's preferences so that Tab goes to all objects and Option-Tab selects only text fields. Check the advanced section of Safari's prefs.

Also, in Safari, hitting W twice will look for something starting with WW. Try typing WI to get to Wisconsin instead.

Another option is to turn on full keyboard access (Ctrl-F1 by default). This will make the tab key stop on many more places than normal.
