I have looked all over, but have not found any specific confirmation or refusal of this: can a non-Retina iMac 2015 (such as base or mid 21.5" or base 27") do Target Disk Mode? The "letter of the law":

suggests not due to the verbiage "...Late 2014 and later iMac models can't be used..." However, we know that the Retina resolutions presented a technical hurdle to TDM due to bandwidth limitations of the Thunderbolt connection, and that's why no TDM for the Retina iMacs. But do the non-Retina machines from after this date cutoff also suffer neutered TDM? Can anyone report firsthand on this?
