I'd use the halftone filter, with all channels set to the same rotation (or just put it in black and white, that'll work. That won't be exactly the same as the CI filter though, since the color halftone doesn't do any color but black for the black channel.

To get it looking the same, I just duplicated the layer, and did a color halftone on that. Then I blurred the lower layer (original photograph) and set the upper layer (halftoned) to the Screen blending mode. You can also blur the halftone layer a bit to get the softer edges for the dots. Play with the levels or curves on the halftone layer a bit to get some of that gray bleed-in in the darker areas. Just some thoughts.

Another method is convert the image to grayscale and then to bitmap and to use the Halftone Screen.

In the Halftone Screen box I set the Frequency to 60 and the shape to square.

Next just use the Lens blur
Here are some settings that work well
More Acurate
Radius 12
Blade Curvature 6
Rotation 360
Brightness 52
Threshold 255
Noise amount 7
Distribution Uniform

I next just altered the brightness and the contrast to darken the image.

Here is the picture I converted.

You may need to alter the settings slightly, for your own needs.
