Tethering iPad to iPhone

Can I tether an iPad to my iPhone via bluetooth? From what I've read, Americans are not able to tether, but I live in Canada and have been able to with my macbook using my iPhone and am wondering if there is anyone in Canada (or any other country that allows them to tether) that can confirm if I can tether an iPad to an iPhone using bluetooth.

you cannot. The ipad and iphone will not pair via bluetooth. It has been covered here several times.

you can, but you have to have a jailbroken iphone....
