Tethering not showing on 3GS 3.12

I updated the profiled from ATT accidentally. I could not remove the profile from settings/ Network/ . I installed OpenSSH and then installed the tether.mobileconfig. It shows the Tethering but no sliding button to enable it or activate it. Pls advise. Thanks
