Text having off-colored underlay in Sierra

I've only upgraded to Sierra from Mavericks recently, but ever since text in the dock and a few other places (e.g. the Notes App) has a rectangular underlay, which is sometimes darker and sometimes brighter than the surrounding area.

I've attached an example.

Zapping PRAM and booting in Safe Mode did not help.

Any ideas?
