Have you made sure that reduce motion is disabled? Have you tried disabling and re-enabling iMessage? Have you tried restating your device?

Yes I have and it's still not working.

You're talking about the arrow to the right of the imessage text box, right? Not the one one on the left? If so another thing to check is if the contact you are trying to send to is iMessage capable. In other words if that arrow is green you cannot activate the message or screen effects.
