I have iOS 10 installed on my iPad and iOS 9 on my iPhone. This is my first time BETA testing iOS so I'm not sure whether or not it's normal for text replacement syncing to not work between different versions of iOS, but I have tried signing in/out of iCloud on both my iPhone and iPad (which seems to be the only troubleshooting step I can find for this issue?) and it hasn't helped.

Any other ideas?

This has been going on for me for several years. On public iOS versions and various betas. Somehow they came back with this most recent public beta, but I also just installed the Sierra beta on my Mac so maybe that has something to do with it. It's a pretty annoying glitch that hopefully gets addressed one of these days.

No issue between my iPhone and iPad Pro on iOS 10 and my iPad 4 on iOS 9 syncing texts/iMessages. Same for my iMac on Sierra and MacBook Pro on El Capitan. Everything is receiving all my messages.

Try signing out of iMessage, reboot and sign back in. Perhaps also try a Reset Settings and/or Reset Network Settings as well. You may not ever get those missing messages to sync but it may kick start it to work again going forward.
[doublepost=1472326087][/doublepost]Another thought is to check and double check you have all the other devices set up to receive texts (so look in Settings > Messages > Text Message Forwarding (on iPhone) and Settings > Messages > Send & Receive (on other devices))

Sorry let me clarify - I'm referring to settings > general > keyboard > text replacement, not text messages and iMessage.

Same here across many different versions of iOS, betas and official versions, and multiple iPhones, iPads and Macs. It was never reliable for me.

Same with Handoff. It just doesn't work most of the time, even when all conditions are met.

i don't run beta. so i apologise in advance but this text replacement issue has a place in my heart, having dealt with it for a long time in other iOS versions.
it seems to be a fault of apple not foreseeing everyone's patterns of how long between syncs and itterations of your data on their servers before it updates to the latest sync, or something like that.
the problem can be worked out but it took my months and months of trying: like deleting from all devices then slowly building up added shortcuts one by one waiting until each one synced.
what i also noticed during this time is that there is definitely something strange going on involving the order of english unicode characters and non-English unicode characters between devices.
but after about 4 or 5 months of working on it. it does now sync, immediately with adding and deleting.
it really is big problem that apple needs to put more effort in in understanding people's actual usage of this.
but its been working now for over 1 year now.

Well... Till what I remember, text replacement never synced! I mean.. I'm still on iOS 9, and bought a new iPad, I set it up as new, and I thought iCloud would sync the text replacements... It doesn't do... So my Guess is, it's not a bug in iOS 10, but it never did in the past too... I guess you should add it in the bug report- a new iCloud feature, syncing settings between apps...

I have found if your turn off 'Predictive Text', close settings, then reopen it and turn it back on, they come back. No idea why, but it has worked for me numerous times.
