It could be that Bare-Bones Software, the makers of TextWrangler, has left the Mac App Store due to inconveniences in the current policies that Apple has put into it.
 
Since TextWrangler is a free download from BareBones's own web site, why does it even matter? Just get it from them.

Meanwhile, I apologize for the inconvenience, and if need be, you can always download TextWrangler directly from us and use that version instead.

From personal experience, getting things past the App Store reviewers can be time consuming and frustrating.

In my experience, you submit your app then wait (very approximately) seven to ten days and if you're lucky your app is accepted. If you're not lucky then they'll come back with something you need to change. Which if you're lucky, you fix quickly and upload, then the process starts again, possibly with another seven to ten days wait...

If you're me then you end up in an endless loop of, "Your app is rejected because it does X, Y and Z", "Ummm... No it doesn't", "Yes it does", "No it doesn't"... and so on.

So it *can* be a long and fiddly process. It's certainly not as simple as uploading a file and it immediately appearing on the app store. And that's probably a good thing - at least it means someone's taking a half-decent look at the app before it appears in the store.
