TF2 image pathing problem?

I can't seem to work it at all. On sprays/decal tool pathing, I can only be in the /team fortress 2 folder. Nothing but the folders are there and I cannot move about them. I'm trying to put a decal on my protest sign. If I make a new folder it exists in Macintosh HD instead. If I put the image in the new folder it isn't there on the image browser. Don't know what to do, help!
