You have 60 days to sign up for AppleCare+ after activating the iPad. I just do it directly from Settings -> General.
Caveat, accessories (Apple Pencil, Magic Keyboard, etc) are not covered this way.

I just checked and it shows AC+ coverage under Settings -> General -> About.
Already mentioned twice in this thread. You can purchase AppleCare + through your Settings/General/About, then choose AppleCare+ coverage available. You should have a choice to pay with a 24 month payment plan.
