I have a backup of an iPadAIR1 -that was using iOS10- on iTunes that broke down (logic board issue). Now i purchased iPad2017, is it possible to transfer that old backup to the new iPad thats using iOS11?
(damn i posted a wrong title for this thread, i meant "installing an old iOS backup on my iPad"... any mod that can change it for me? or tell me how to do it on my own?... sorry :()

Is iOS10 gonna be replacing iOS11 or just my files (pics) will be restored? Other than pics what else?

Restoring a backup only transfers data, settings, pictures, music, apps, messages, game play levels (usually), books... in general it restores app data. It won't roll you back to iOS 10. Be careful not to do a firmware restore, which doesn't transfer any data, but instead wipes the device clean and installs the latest firmware; in your case it wouldn't be disastrous, only wasted effort, since your ultimate goal is to bring data over.
