Which theme would you consider as the best full iOS 7 theme? I'm talking, plentiful amounts of icons (more than just apple apps), full ui including but not limited to dialer and keyboard, sounds, lock screen.. the whole nine yards.

Any suggestions would be greatly appreciated, thanks.

iOS 7 can't be themed like iOS 6 was. Only a few things like the ones you listed can be themed at the moment.

Check out the forums on modmyi they have some good "premium" themes.

Elite 7 has a lot of icons themed, the status bar is themed and different cellular/wifi options to choose from. Check it out.
