How can I set the highest picture quality of the photos I take with my 6s+ using ios12?
 
By default it’s always at the highest quality when it comes to photos. However, for videos you might want to check within the camera setting.
 
Opening a pic in photoshop was only 1080x810px! I would expect it to be a higher resolution photo, shouldn’t it?
 
Ok that’s pretty low. Is this a picture you directly exported from your phone?

The only other thing I can think of is if you took still photos while recording a 1080p video.
