There are many ways to get beta software on ur iPhone without a dev account, but I prefer apple's way through the public beta. The thing is, I can't even though I've been in the public beta program ever since the first Yosemite beta. That's because I don't have an invite. So I've got two questions: is there a difference between the public beta and dev beta, and is there anyway to get that invite without waiting for Apple?

The public beta for iOS 9 is not out yet. Apple said it'd be out in July, so you'll be notified once it's open. Make sure you sign up at beta.apple.com

There is zero difference between dev and public and the only reason public might get "fewer" updates is because dev gets 1-2 builds before public starts. iOS 9 public will most likely start same day as dev 3 is pushed out but they will be identical. Just different labelling DP3 vs PB1. Updates for both from that point on are done at the same time.
To the OP "invites" are long past for iOS 8 (they were given during 8.3 beta) Like batting1000 said, you will have to wait till July when the next wave of invites are handed out for iOS 9.
I thought with Yosemite they didn't release public betas at the same time as the dev betas, but I think they did with 8.4.
I'm pretty sure once public opened all builds (dev and pub) from that point on for that specific update were same day/time.
I don't remember fully all the way to last summer Yosemite 10.10.0 beta but I know for sure 10.10.2, 10.10.3, 10.10.4, iOS 8.3 and 8.4 all have. Once the initial 1-2 dev builds came out first. Public 1 typically comes out with dev 2 or 3.)
Current example of this is iOS 8.4 is on dev 4, public 3 but are the same.
We don't have to re-sign up for the iOS 9 beta do we? So when it's available, since I have the profile installed on my iPhone now and am on the latest iOS 8.4 public beta, will I be eligible for iOS 9's public beta?
I'm sure the profile is just for beta, period. I never had to resign up from 10.10.0 - 10.10.4 or 8.3 & 8.4. They would just show up in the App Store or OTA when released.
This is just a guess but I'm pretty sure all existing people with beta profiles installed on their Macs and iPhones/iPads will continue to get 10.11 + 9 when released to public beta, with more people given access in July.
This raises a question for me, I "signed up" for public beta, but never got an invite. Will I just randomly be sent an invite? Like, am I in a "list" now that is eligible for an invite later on? Or do I need to do something different to get the invite? Quite honestly, I don't know what I'm doing with this program. Apple hasn't exactly explained things very well.
I visited the site recently and despite being singed up before it asked me to re-sign up for the upcoming public betas again.
Strange, I just went to double check and I didn't/don't have to re-sign up. Clicking on enroll just allows me to re-download the current profile installers for both OS X and iOS. No where on the site do I see any further re-sign ups for El Cap and iOS 9. The "coming Soon" tab just says they will contact me via e-mail once El Cap and iOS 9 come to the Apple Beta Software Program. With no button to sign up (I assume because I'm already in since Yosemite and iOS 8.3+)
Yeah when I went, it gives me the option to enroll my device but it's the same profile I have installed o my iPhone now.
