Hello guys.
I'm new here so excuse me if It's not the right place.
I'm not from the US and I want to ask you what is the price of Iphone 4 in the US without any contract. A friend of mine is traveling to the states next month so she could by me one.

Thank you. :D

I don't live in the USA, however I am nearly sure you can only buy them if you are either taking out a new or already have a contract with AT&T or Verison. I.e you can not buy them sim free or PAYG like you can in the UK.

So this means she can not buy me the Iphone. If it is for a present? what are the conditions then?

All US iPhones are locked to AT&T.
Buying one that you will not be able to use with your carrier would be worthless cause you will not be able to use it as a phone.
And there is no unlock available yet.
Buy one factory unlocked in another country that sells them like that.

I see. So can you advise me what it would be best option to buy it from?

And is it the same with 3GS bought from the US? it can be unlocked, can't it?

Yes, same thing for the 3GS and all iphones sold in the US are locked to AT&T.
You can try getting a factory unlocked iphone from Canada, Mexico or many other European countries that sell them unlocked.
The 3GS can be jailbroken and software unlocked but it gets tricky and you will lose you GPS function and many other headaches that come along with hacking it.
