The only thing is the iPhone SE came out alongside the iPhone 7, so the chronology doesn't quite work out, but everything else does! The iPhone SE is the missing 9th "generation" iPhone

As you mentioned, the chronology doesn't work out. It's also to difficult to consider it a "9th generation" iPhone when it has first generation Touch ID and same modem and antenna setup as iPhone 6.
