Been happening to me ever since iOS 9 update and even with latest update, still get the same message as you.I just started getting the last backup could not be completed message when I try to backup to the cloud. Any ideas what could be wrong?
Update...My backup was successful this morning...when I plugged in my phone it ran automatically. However, when I tried to manually run it again it failed.
Had same issue.
Solution for me was;
Worked fine after that
- Turn off iCloud backup on the phone
- Turn off apps that are backing up to cloud
- Restart phone
- delete backup on phone
- Restart phone
- rebackup to iCloud
Go to Settings > General > Storage and iCloud Usage > UNDER ICLOUD SELECT Manage Storage > SELECT YOUR DEVICE > Scroll to Bottom > Select Delete Back Up!
Then, plug in your phone to iTunes, and do a back up that way, this will transfer all of the Diagnostic Info that takes up a butt load of space on your device. Then, once this is done, try to do an iCloud back up.
My wife's iPhone 6+ has the same issue (running 9.0.2). The other problem is that it says it cannot delete the old backup!

1) Settings ---> iCloud ---> Storage ---> Manage Storage ---> select your phone ---> WAIT
2) Do not go further until the Next Backup Size completely loads (this seems to be an important step)
3) Once finished, click on Show All Apps
4) Then scroll to the bottom and try deleting
I don't want to say that this issue is widespread, but it certainly seems to be a problem for a good number of people. Once I finally got a "clean" backup running it seems to be stable. But it was a lot of trial and error.
