yes they can be. There are far too many people who leave crappy reviews for developers because they can't read. They can't see that a certain OS is required, or a certain phone - or that the app only does x, y, or z or that a feature is COMING and is not yet on the app.

A lot (and I do mean a lot) of negative reviews I've see are what I call - operator error.

At the same time a lot of developers are extremely deceptive in the way they advertise their products. To promote sales they can be unusually ambiguous on certain details and they try to have their product give off the impression that it is capable of doing something that it can't.

It's funny because I'm pretty sure most of those low-lifes got the app to stalk the girl they'll never get.

It's mostly ipod touch owners and they should not be considered part of the mac community

This one was my favorite (image attached).

These kind of apps are dishonest and fraudulent. I read the app description a week or so ago and it did not mention 'for entertainment purposes only'. It's also posted in the utilities section. It appeared in the app store and gained dozens of 5-star reviews before it left the first page of the new apps under utilities. That's immediately suspicious.

I didn't buy - I wasn't even tempted. The only thing that drew me was the 4.5 star rating last week. Then I read the description and the reviews. I'm an electrical engineer/computer programmer, so I know straight away that the description of the functionality of this application is deceptive.

The company is cheating people and many buyers are foolish, but only one of those things is illegal.
