This App & Website Passwords section under the new Accounts & Passwords setting seems to have replaced the old Passwords section under Safari setting.
This is the place where all of the iCloud Keychain passwords can be accessed.

However, I have never been able to access the Passwords section ever since I don't even remember when. Every time I try to open it, touchID pops up and I scan my finger, then the whole settings app crashes. Submitted a bug report before but they duplicated it and the issue was never resolved.
Have tried toggling Keychain, disabling touchID and it will still crash with the same behavior, on every iOS device I logged in with the same account.

And in iOS 11, this is still happening. Settings crashes every time.

I'm just wondering if anyone else has experienced this before?

I just tried and it worked fine for me.
Thanks for the input.
I can access it from desktop Safari's preference just fine and mobile Safari's autofill also works fine.
Could it be an issue related to the specific date stored in the Keychain?
 
Did you ever find out what was causing this? I have the same problem.
