You can remove all widgets and you can disable the Today/widgets screen when the phone is locked, but that's about it. When the device is unlocked there will still be a screen to the left simply for spotlight search purposes if nothing else (even though spotlight search can be accessed through other methods as well).

Hasn't spotlight search been on the left of the home page for a long time, even before iOS 7?
It was to the left of the home screen from iOS 3, when it was introduced, through iOS 6. Then, in iOS 7, it changed to being invoked by pulling down on the home screen icons. This allowed spotlight to be invoked from any home screen page. Then, for some reason in iOS 9 they added back the spotlight page to the left of the first home screen and also left the new pull-down method from iOS 7-8. So now you had two redundant ways to invoke spotlight. This has carried over into iOS 10, where there are now 3 different ways to access spotlight: Pull down home screen icons, pull down notification center, left of first home screen to widgets view.
Trying to remember...was there nothing at all to the left of the home screen in iOS 7 and 8?
As for search, in a sense it even expanded further in iOS 10 as it is now available even in Notification Center.
spotlight didn't get it's own dedicated page until iOS 9

well damn, i stand corrected. that's a good bit of history.
Yeah that page was gone completely in iOS 7-8, which was really nice. I liked just pulling down from anywhere to get to search.
It got additional features like proactive added to it in iOS 9, but it was there way before that too (even if perhaps one or two iOS versions might not have had it): http://gizmodo.com/5568954/the-complete-guide-to-using-ios-4 (you can see down the page in the part that talks about spotlight search about it can be accessed by swiping right when you are on your first home page).
Forgive me if someone has said this already, but the Spotlight search used to be the first page on early versions of iOS. IOS 6 and prior had the spotlight search as a swipe away option. They took it away when iOS 7 got released and then it came back as of iOS 9. My iPhone 4S had spotlight as a swipe away and so did my 3GS. It wasn't unitil iOS 7 that it went away. This used to be the norm.
I do love widgets (Bluetooth,WIFI,Cellular data, password manager KeePass Touch), especially the Launcher and weather ones. Oh well everyone is differing. You can arrange to remove them though but the Search (not a widget though) will remains visible though.
It's annoying that you can choose if you want to show or hide * Search * Date in the Notification Center and have the option like iOS8/9 to always show the widgets when you swipe down instead of seeing that empty notification area first. It's taking me an extra step to open KeePass Touch via the Launcher widget when I'm in another app/Safari.
