Theories about reappearance of Apple RAID?

Apple RAID mysteriously disappeared from El Capitan, although my AppleRAID created under Mavericks continued working flawlessly in El Capitan. Just as mysteriously, Apple RAID reappeared in Sierra.
I'm wondering if anyone has heard any plausible theories about the reason for Apple's complete removal of the RAID-creation utility from El Capitan and then, pretty much without fanfare, putting it back into Sierra.

My guess is that they simply ran out of time and decided to ship El Capitan without it. Those whom it concerned could use Yosemite for a bit longer, use the command-line tools, use third-party tools (if not already provided by the hardware manufacturer) or use a Yosemite recovery environment.

But it was very mature code, was it not? How could they not have had time to include it; they could have used exactly the same Apple RAID that had been present in Mavericks and Yosemite? I'm inclined to believe that there was more "method to their madness."
I never had any problem during the year that I used El Capitan; had I experienced difficulty, I wouldn't have been aware of the command-line tools. Thanks for that information!

I do not know what they changed under the bonnet (it may be the case that they did refactor, which is not unlikely after the announcement of APFS). The interface definitely changed and this is what was ultimately missing in El Capitan.
