Do you have any idea why 2015 CTO(1.3) MB is suffering this throttle? Temperature on this gadget doesn't seem that high, even though the palm rest and bottom area are pretty hot. Swap is going over 2GB and cpu load was usually quite high when this sort of symptom kicks in.

Just hope 2017 model doesn't have this severe throttle cap.

It's not from the temperature, so there are a few reasons why it might be happening. Were you running on mains power? My 2015 Macbook with throttle down like this when running on battery and the battery has under 10% power left under heavy load or under 5% power under light load.

Umm, I am always using an apple display adapter with a main power which is naturally losing watts on this.

Doesn't your 2017 throttle down like this? This is really bugging me, and one of the reason why I'm trying to ditch 2015.

No my 2015 will run 2.0GHz and 82 degree CPU temperature under high load indefinitely and only reduce if the temperate is above that or it can't draw enough power from the battery. Try repeating your tests with no external display and connected to power. What is your setup exactly I don't understand why your losing battery % if your connected to mains even with an external display?
