Refurbished is more used than new.
It's a monitor that either was dead when it arrived, or it was used for an unspecified amount of time, failed, and returned for exchange or refund -- then repaired and offered for sale as a refurb. Sure they'll tell you it 'could' just have been delivered to a retailer and returned without being opened. By the same lights, that 1999 Chev 'could' have been parked for 6 years and never driven, but that's on the narrow end of probability.
Calling it 'Refurbished' is no guarantee that it is not in fact used. All it means is it has been through a repair process. What's the warranty? If it is the factory 1 year or 2 year warranty, then it may be new-ish. Bit if it is Tiger's own 30 or 90 day warranty, it's a cinch it is not a new product, as it doesn't carry the manufacturer's warranty.
In general, no, I would not buy a refurb. 19" monitor by mailorder. You don't know until you get it whether it is any good. And shipping on a large 60 lb box of fragile glass to return it is gonna cost you more than the purchase price. Plus you stand a reasonable chance of the shipper dropping it and knocking the adjustments all out of whack.
OK, got the info from Tiger Direct. $69.95 plus $56.25 shipping to Los Angeles (for example)

You can't get the warranty terms online.
Notice that the warranty is from a commpany you have never heard of, NOT IBM. These are not new monitors. They may be lease returns 1 - 2 years old.
You can purchase a Tiger extended warranty for $10: but here's the catch
" If You have purchased a Product Replacement Plan (including Refurbished Laptop Computers), Your Product will be replaced, not repaired. Call 1-888-969-2260. You will be required to ship Your Product, at Your expense, to a designated location for inspection. If Your Product qualifies for replacement, You will receive one of the following: A new or remanufactured product of like kind, quality and functionality; a gift certificate equal to the original purchase price of the product excluding shipping, handling and taxes. "
Did you notice that? You spend $70 shipping it to the warranty center (you don't get any volume breaks from UPS or FedEx), they say "Yup, it's broke. Here's your $69.95 gift certificate" You don't get the cash, your taxes, or the original shipping back either.
So if it fails, you have spent $69.95+$10+$56.25+$70.00, you get back $69.95. You're out $136 and have no monitor.
Even better, if they determine there is no waranteeable fault, they will demand you pay the $70 shipping to get it back.
Deals like this are a ruckin flipoff IMO.
