Under compatibility of virtually every single app, at the end of the long list of devices it says "This app is optimized for iPhone 5."

Does that mean it doesn't run as well on the iPad Air due to resolution or other factors? What about the iPhone 5S or iPhone 4S?
 
It means it takes into consideration of the 5/s bigger screen (more pixels) vs last generation 4/s. I dunno about the iPad.
 
That's put there by Apple to indicated the app takes advantage of the whole 16:9 ratio screen.

All iPads have the same aspect ratio hence no special disclaimer.
