I remember seeing the articles about the wifi toggle "not actually turning off wifi" thing and thought it was annoying, but OK as long as the receiver would be effectively off and not try to search for new networks. I'm not sure if this is a bug (I really hope so) because that seems like exactly what's happening?

I'll turn off Wifi from the control center, but as soon as I walk into an area with a new wifi network I'll get a pop up asking if I want to connect to any of them. When I pull the control center up it'll have been set back to on/blue.

And I know you can go into settings to actually turn off wifi but that just means ios11's control centers is making me do more steps than before for a simple feature. Please tell me this is a bug?

If you actually read my post you'd realize none of those links apply to my question...
It does, as most of those discussions talk about how it's set up to work there (and also address the part about the mentioned "more steps" part of it all).

Apple said:
While Wi-Fi is disabled, auto-join for any nearby Wi-Fi networks will also be disabled until:

  • You turn on Wi-Fi in Control Center.
  • You connect to a Wi-Fi network in Settings > Wi-Fi.
  • You walk or drive to a new location.
  • It's 5 AM local time.
  • You restart your device.

Seems like you fall under the "You walk or drive to a new location" provision.

I actually like the way it works as intended!

It's one of my favorite features of iOS 11. I frequently disable wifi at work to avoid the pain of logging in but now longer need to remember to re-enable it at home.

The feature maybe nice but the implementation sucks. Apple reused an existing icon to do something different. Apple should have used a different icon.

Seems like a long/3d press on the icon to choose off, disconnect, or another network would ameliorate most people's concern. Some would still complain about whichever what the default though.

I'm very happy with how it functions and I find myself thinking about wifi much less as a result.
