Yes, that is pretty bad. What also is piss poor are all the eBook apps people are selling that people could have for free via Project Gutenberg. Well, maybe people think they are getting a better product if they have to pay for it.

I use Encyclopedia, which downloads most of the texts and links of the main articles of Wikipedia (it doesn't have pics or references). It uses 2GB of memory, but having offline mode saves time and battery. That app sells for about $10, a much better deal than $1 per article.

I use Wikipanion to download a few odd articles that Encyclopedia doesn't have.

Not much different than the guys selling apps of the CIA World Factbook. Especially companies from Europe who are using our tax dollars to make money ;)
