Apple just released this model because of the Broadwell delay. Expect a proper mini update with either Broadwell or Skylake.
I don't think we'll see a new release until Skylake. Broadwell has very limited gains int he desktop space.
However the low end Mini uses a ULV processor from the MacBook Air, the higher end ones use processors from the MacBook Pros.
That means they're all mobile processors and platforms.
Taking that a step further then, apple chose to NOT put a quad core in the mini, so we shouldn't expect to see one in the mini ever again.
2) unlike the last gen, this quad uses huge watts, requiring special cooling
Nope. I figure we won't see any more updates until at least 400-500 days.
If true, then the way to determine if the next mini will have a quad is to find out if the next quad chip will have these issues.

Then why release it at all? Why not wait? What is the point of offering a lower spec'd computer?
